Utilities Expansion Project (UEP)

City Council meetings begin at 4:00 p.m. in the Council Chambers of City Hall located at 1015 Cultural Park Boulevard. You are invited to attend and participate in the public hearing or to file written comments with the City Clerk’s Office prior to or during the hearing. If you decide to appeal any decision made by the City Council with respect to any matter considered at the hearing, you will need a record of the proceedings and may need to ensure that a verbatim record is made, including the testimony and evidence upon which the appeal is to be made.  In accordance with the Americans with Disabilities Act, if you needa special accommodation or interpreter to participate in this proceeding please contact the City Clerk’s Office at 239-574-0411 at least three (3) days prior to the hearing.

NORTH 3 UTILITIES EXTENSION PROJECT - UPDATE

The City of Cape Coral plans to extend potable water, wastewater, and/or irrigation service to your property with an assessment to be levied against property as described on the reverse side of this card. City Council will hold a public hearing on September 28, 2026, to approve the Initial Resolution, which provides for an estimated cost of the project, determines the assessment methodology and provides for the mailing of assessment notices.

1/15/2026 Update

North 3 UEP – Status Update 01-15-2026

  • Current Phase: Still in Design Stages with final design in early 2026.

  • Design delays are due to roadway revisions for multi-use paths, added utilities for Coral Oaks Golf Course, and roundabouts.

  • The City now anticipates:

  1. Bidding in 2026.

  2. Construction starting in late 2026 or early 2027.

  3. Construction completion by the end of 2028.

What Residents Can Expect During Construction

  • Utility locates, surveying, and staging before work begins.

  • Temporary traffic changes, noise, and driveway access adjustments.

  • Installation of underground utilities followed by roadway restoration.

  • Final cleanup and resurfacing after construction is complete.

Work typically progresses block by block to limit long-term disruption.

Program Management Update

The City has issued a procurement for a Program Manager at Risk (PMAR) to help oversee the UEP program. While this reflects the City’s intent to explore this approach, no final decision has been made on whether North 3 will be delivered under a PMAR.

Utilities Expansion Project (UEP) - Focus Project

The Utilities Expansion Project (UEP) is intended to bring potable water, sanitary sewer, dual water (irrigation), and storm drains to areas of Cape Coral not presently served by the city.  This is a multi-phased, many-year project.   The map below indicates the different phases of the project in each area of the city and the potential starting date.

At the current time, North 1 is in process and the residents in North 1 are just starting to see the preparations and supplies being staged around the Northeast Cape.

  • North 1 UEP is in the northeast quadrant of the City, east of Santa Barbara.  - In process now.

  • North 3 UEP in the northwest section of the city, is expected to start in 2025.

UEP North 3 Update 06-13-25
"The City is reviewing 60% design plans for the North 3 Utilities Extension Project, with 90% plans expected in late 2025. Coral Oaks Golf Course will be incorporated into the project design. Construction is expected to begin in 2026, with an approximate 2-year construction duration, and completion is currently anticipated at the end of 2028."
